Survey on the evolution of steering cells over the last 10 years

Noveane Groupe Scalian was a partner of the Virage Days event in Paris, on October 13 & 14. The event brought together some 100 piloting experts.

On this occasion, Marion DE FERRAN, Associate Director, and Rosa MANDIANG, Manager & PMO, presented a preview of the key results of their survey on the evolution of steering cells over the last 10 years.

A survey that brings together the responses of around a hundred respondents: management experts, PMOs, project managers, business units and departments. They were asked about their role and scope, the impact of Agile on practices, and more generally about the maturity of organizations in terms of management practices.

Background of the survey 

In 2011, Noveane carried out a major survey on the state of the art and prospects for PMO cells in France. 

10 years on, Noveane's experts repeat their survey of PMO units. The aim is to observe changes and compare the results obtained with their model of the maturity of management practices.

Over 100 people responded to the survey. They include experts in management, PMOs, project managers, business lines and departments. They are divided into 3 main sectors of activity:

The results of the pilot cell survey

After analysing the responses, here are some key points to remember

76% of organizations have a PMO unit, compared with 65% in 2011: this function is becoming increasingly professional. PMO units are also more closely aligned with corporate strategy, and are no longer systematically attached to the IT department.  

In terms of repositories, 71% of respondents use project management repositories, a clear increase on the 2011 survey. We also note the emergence of agility repositories, rarely used by PMOs in 2011. In fact, over 70% of respondents say they use agility to manage projects. 

Another important aspect of this survey is the increasing use of management tools. The democratization of these tools has spread beyond the population of PMO experts: 47% of other corporate functions have taken up these tools.  

In fact, the Project Monitor project portfolio management solution ranks very highly in the list of tools used by project management teams.
